Help for held payments: words, fees, storage and short answers
The practical page. Who to ask first, the vocabulary of holds and disputes, the fees and exchange rate in play, and answers to the questions that come up most.
Where to ask for help, and about what

Each party in a held payment answers a different question. Hipobuy answers for its own rules: a lock, an order, a parcel, a withdrawal. Write to [email protected] or use the online chat; the lock article promises a reply within 24 hours.
Your card issuer, PayPal or Klarna answers for its own process. The Financial Ombudsman Service looks at how a bank or lender handled things once it has given its final response or eight weeks have passed. The UK International Consumer Centre, run by the Chartered Trading Standards Institute with government funding, gives free advice on problems with traders outside the UK.

- A further payment when the final shipping cost is higher than the estimate; combined payment cannot be used for it.
What an order costs, and the rate under it

Hipobuy’s Service and Fees page reduces the bill to three parts: what the item costs, international postage, and customs charges. The item part means the listed price with the seller’s delivery to the warehouse. Declaring a parcel to customs usually costs RMB 10.00, varying with the route, and extras such as additional photos are optional.
The exchange rate sits underneath all of it. Hipobuy prices in Chinese yuan and shows other currencies on screen; PayPal top-ups land in US dollars, at a rate Hipobuy says it moves in step with the Bank of China. Independently measured, October 2026, the rate the site used to show yuan prices in dollars sat about 16 per cent above the mid-market rate. That figure belongs to its date and may have moved since.
The fees matter to holds in one way: a refund returns what you paid in the form Hipobuy recorded, usually balance, so currency conversion happens again when you withdraw.
Storage
Shipping, storage and a parcel that cannot leave

Shipping at Hipobuy is paid on an estimate when you submit a parcel and settled once the carrier fixes the final weight and size. Routes, prices and times belong to other guides; what matters here is storage.
According to Hipobuy’s storage FAQ, goods stay free for 90 days once they reach Warehoused, and an email goes out shortly before that period ends. A parcel not submitted after 90 days is treated as given up and disposed of. Paying to keep goods longer is possible from inside the account, at a price Hipobuy does not print. Parcels that cannot be matched to an order are kept for 30 days from signing.
Put that next to the lock rule and one gap appears: delivery can be on hold while the storage days run, and no Hipobuy page says whether a lock pauses the count.
Hipobuy also says the shelf life of goods is outside its storage responsibility, giving perishable items as an example, and that destroyed goods are not notified again. Both lines matter more when a parcel is stuck for reasons that have nothing to do with the goods.
Short answers to common hold questions
These are the questions that come up most often about held money at Hipobuy, each answered only from what the official pages say.

Does a chargeback at my bank really affect my other Hipobuy parcels
Hipobuy’s lock article says a chargeback on a PayPal or credit card transaction locks the account automatically and puts package delivery on hold. It does not limit that to the disputed order.
Is my wallet balance frozen during a lock
The article lists refund requests as on hold, and Hipobuy calls a withdrawal refunding your balance. It does not say the balance itself is frozen.
How long until a frozen combined payment comes back
Hipobuy’s Combined Payment Rules say coins or balance frozen by a failed PayPal or card step are refunded automatically within 24 hours.
Why has PayPal disappeared from checkout
Hipobuy says the daily PayPal quota has been reached; the option is hidden, not closed, and returns at 00:00 Beijing Time.
Can I top up with Klarna
No. Hipobuy says Klarna only pays for orders and shipping fees directly.
Where does money from a cancelled order go
To your Hipobuy wallet, according to the order status page. Getting it to your card or PayPal needs a withdrawal.
Does Section 75 cover a debit card payment
The Financial Ombudsman Service says Section 75 does not apply to debit cards, though chargeback may help.
Will this site tell me whether to raise a chargeback
No. It quotes the rules on both sides and leaves the decision with you, your bank or PayPal.
Cautions
Mistakes that turn a short hold into a long one

Some holds get longer for reasons that have nothing to do with the rules. A missing PayPal button gets read as an account problem when Hipobuy says it is a daily quota. A damaged box gets signed for without a note, and the two-day window for the local post office passes.
Others come from details Hipobuy writes down but few people read: the PayPal billing address that must match the parcel address, the fact that refunds from cancelled orders land in the wallet rather than on the card, and the 90-day storage limit running in the background.
Keeping a copy of each listing, its size chart and its price on the day you order costs nothing, and it is the evidence every route asks for first.
